What's interesting to me is that 2 different officials behind projects that face severe scrutiny over costs for projects that are highly controversial are saying the same thing — which is basically: "Just give us more money and trust us."

Yes it's technically correct. And that's why they are using it.
But in both cases - IBR and I5RQ - there's significant reasons to think the projects are unbuildable as-is and we should not continue throwing more good money after bad.
