Yeah, fundamentally I agree. However, the widespread assumption that you can increase efficiency by imposing cost restrictions is also not well founded. It produces unintended impacts that take years (decades) to work through the system. HO/MOJ are looking for 'quick wins' that prob. won't work, IMO

The problem, as I'm sure you're aware, is cost. And more specifically, the voting public's unwillingness to meet that cost.
