We actually do have a lot of laws constraining executive power. Lots of guardrails. SCOTUS just keeps on invalidated them—or allows Trump to violate the statutes even before SCOTUS has declared them unconstitutional.

I think injunctive relief should also be possible and Lyons is distinguishable because in that case the continued use of chokeholds was no longer authorized by official policy.
