Is the right saying that non-citizens are not “subject to the jurisdiction” or the US? I’m no lawyer, but doesn’t that mean our laws don’t apply to them?

If they try to get rid of birthplace citizenship, and fetuses have “personhood” from fertilization, wouldn’t that mean they are illegal immigrants in need of deportation?
