For several centuries the world’s global powers were European nations, predominantly as a result of technology and force projection through Naval dominance.
After WWII, it was recognized US security would be best served through integration with and leadership among these European nations.

This is a problem as AIDS is a virus. If it surges forward untreated there is opportunity for it to mutate.
