This is ... bonkers. You can't appeal TROs in the first place. You certainly can't appeal one TRO to stop a second TRO. You're asking for an appellate advisory opinion about a moot TRO that you can wield as precedent. Article III is spinning in its grave.

McArthur: what we need is a full stay pending appeal so we can go the district court and ask to dissolve the second TRO.
