Richard Stanley's 1990 sci-fi horror film Hardware based on a 2000 AD Future Shock made a huge impact on me. It's the quintessential 90's cyberpunk film, and everything about it; Lemmy as the cabbie, Iggy Pop as the radio host, William Hootkins as the revoltingly slimy stalker neighbour is spot on.

Kulan Gath is a evil sorcerer first appearing in Conan the Barbarian in 1972, where he encounters Conan the Barbarian, and Elric of Melnibone.

He became popular for his appearance in the 1985 X-Men story arc “An Age Undreamed Of”.

Mean Angel is a member of the Angel Gang and one of the sons of Elmer "Pa" Angel. He is nicknamed "Butting Man" for his favourite attack, a vicious headbutt with his metal plate.

Judge Cal served as Chief Judge of Mega-City One. He was entirely deranged: murdering people on the slightest whim, acting with random cruelty, appointing a goldfish as his deputy, and ultimately attempting to execute the entire city.

Tomas de Torquemada is the primary antagonist in the 2000 AD comic book series Nemesis the Warlock. He is the supreme ruler of the Termight Empire (Earth in the far future) with an immense hatred of aliens, who he considers "impure".

Fink Angel was a villain in the 2000 AD comic strip Judge Dredd and he was the eldest son of Elmer Angel of the Angel Gang. Like the rest of his siblings, he was abused and trained to be a sadistic killer at an young age.
