Funnily enough mercy for the perpetrators isn't something I've thought of. Not having the death penalty isn't about mercy, for me it's about my/our/society's moral code. Punishment/rehabilitation is a whole other thing.

That's bad.
Personally I am against the death penalty for any crime in any situation.
Even for the fascists.
Life long imprisonment, no parole, no social media and confiscation of ill gotten gains to fund the incarceration would be my preference.

Sometimes govs need to make blanket decisions for greater public safety: eg.road rules,seat belts, alcohol/tobacco consumption, age of consent & (contentious one) vaccinations. I agree it may put some vulnerable teens in a difficult position others will be better off. Money+networks+research needed.
