NEW: Maryland Gov. Wes Moore plans to shut down one of the state’s aging prisons in Jessup, moving inmates and staffers to other facilities rather than spending hundreds of millions of dollars on repairs.

The fire broke out on Sept. 2, just before 3 p.m., with a witness reporting he saw flames on the rear roof of a building in the 200 block of W. Fayette St., according to the incident report.
