These are likely not farmers predominantly that will receive funds, I would suspect that they are super rich multinational corporations like Tyson, Monsanto, Bayer, Cargil, and General Mills.

I worry about this generation of leadership as well as this next generation of students. I have heard of many in admin who claim they want to be "thought leaders" also proudly saying that they consult with grock or claude before making decisions.
Whose thought, and leading whom, to where?

I think you hit on a hegemonic condition in that equation. The insurance started denying, deferring, and litigating claims so that providers anticipated having to settle. They compensated by raising prices in a way that settlements would cover their costs but now we need the insurance. System lock.
