That's why they freak out when losing power, or suddenly have a change of heart when someone unhinged loses it. They are scared to face any sort of punishment the world should give them.

If you look at those in power, they do everything they can to shut down things that would force them to face any sort of actual justice. They stole, killed, trafficked, and just walked away. The were never grounded for being bad people, the only ever got their way.
