This is a great question, and honestly, I believe that it was both.
You have to ask yourself, "Was Gaetz intended to rile us up so we would mire calmly accept Bondi? Or was it fabricating a coverstory for Gaetz's resignation because of the investigation by house into his behavior?" It allowed him to resign on a "high note".
