If there is no distinction between filming and resisting with equal and opposing force then people will inevitably make a very reasonable and rational decision when the alternative is being disappeared by the state

if they decide to do anything with that list... seems foolish of them. if many people who were only willing to film these atrocities are punished harshly, they may decide they have nothing to lose and may as well take action.

People in those cities began developing the resistance methods people in Minnesota are now using on a large scale.

I think they picked Minneapolis because it was small enough to dominate (they thought!), in a state that did not vote for Trump, and the Governor was their political opponent.

They brought agents to cities in other states first, but it was too few agents in cities that were too large to do what they are doing to Minneapolis.
