I've done some further testing and this is either intended behaviour, or a bug. Or both.
On a fresh WP installation, with no plugins, "Sticky posts: Include" will show all of the sticky posts regardless of the 'Posts per page' setting. But only on the front end.

Hang on...so the Query block allows you to choose the following 'Stick post' options:
- Include
- Exclude
- Only

OK, it's not a background-image, but the SVG is used as a mask and the colour is set with the background-color.

Have any #WordPress people figured out how to add hover colours to button blocks with custom background colours?
Seems to me that the .has-[colour-slug]-background-color rule will always take precedence.
I could write custom rules for each colour in the palette but that isn't great. Any thoughts?

Was trying to remove the underline from a linked heading and couldn't do it in the editor.
