To encourage parity and avoid having random chance reward one team too heavily you can limit top-3 picks in 2 or 3 year periods. Make it an event; broadcast it before Game 1 of the SCF, giving all teams that missed out on playoff revenue a chance to cheer for something in the offseason. (2)

I know it seems crude, but if the goal is to eliminate tanking I like the completely randomized lottery. Ex.; all 16 non-playoff NHL teams each get equal odds in a draw for the top 16 draft selections. The remaining picks/rounds can still be made by reverse order of standings/playoff results. (1)
