As a former homeless services professional, housing first works.

That being said, homelessness can’t be solved by housing first alone. There’s no simple solution to end homelessness. To end it would require a wholistic multifaceted approach.

In grad school, I learned how Kansas and Missouri constantly undercut each other in tax subsidies to entice businesses over state lines and there’s a joke that the only ones who see any benefits are moving companies.

It’s good to see a rezoning like this but I would like to see the city actually take a comprehensive approach and completely overhaul the zoning code. NYC is still governed by a zoning code created in the early 1960s.
