I know this is "above board" but if you're letting teams structure deals like this then the rules aren't actually that effective, and the half-assed roster rules are just serving as cover for owners and teams that don't want to spend. Just let teams go, and then fans can hold the owners to account.

Issa hasn’t been a disaster but he hasn’t had much to do either. Bez put together an MLS Cup winning roster; there has been turnover but it isn’t like the entire team has been flipped.
This roster is still more Bez than Issa.
