I thought at the time it was because all the good music was being licensed by guitar hero and rock band games, but I guess not.

This was my experience with the old PSP games. Good concept, fun gameplay, but dear god the ost was an awful mix of trashy mid 00's b-tier rock and pop tracks mixed with filler bgm remixed, and so much of the track dependent on gameplay to be present you spend all your time with the backing track.
