The odds of anyone doing that, at all, are so low that I can't recall ever hearing a case of it.
The odds of it happening to you for no reason are too infinitesimal, in my opinion, to spend even this much time worried about it.

I don't disagree. It's a bad tactic.
But it is illegal for anyone to have a front facing red light on their vehicle for this reason. That is the defining legal marker of an emergency vehicle, not the decal on the side.
