You can pretty easy armour a container incognito, Maybe the best system would be containers, all blast protected, but quite incognito. Some on civilian-like trucks, and some on armoured ones. Two types never hiding in the same spot, and newer more than a couple systems.

Sounds pretty small. Checked my copy of Hazells Armour and it suggested that blast of that magnitude wouldn't cause but the most minimal of primary injuries (like ruptured eardrums) to a person in the open. But yeah probably some more breakable technology on those trucks.
