Any revenue-raising reform could be quite progressive if it’s spent on the NHS. Council tax increases are probably the least progressive way to do it.

Thanks for reading it! It’s true that it would hit the poorest more than income taxes would, so it’s valid concern. But if supporting the poorest is most important, I would recommend improving benefits and focus on targeting. If making work pay is the priority, VAT is better than income tax.
