If D66 overperforms among votes from abroad by the same ratio as in 2023 (+67%) and SP underperforms (–41%), D66 gains one seat. If all 135k registered abroad voted, D66 could reach 27 seats with a smaller boost enough for the four-party 'center'-right majority with lowerhouse majority.
