One thing that most articles like this fail to mention is that California's population hasn't grown since 2019. So even though new construction has been below target, housing supply relative to population has been increasing at least.
Commentary: New housing starts were around 100,000 a year when Newsom took office in 2019, and they are about that number today, with the net increase even lower. bit.ly/4hLW3vv
