You are asking the wrong question. When has America ever needed Congress to intervene to stop an insane President from committing war crimes? The answer is 48 hours ago. First time ever. Even asshat W-Bush at least got Congressional approval.

I think the last time was 1999. A House resolution that would've authorized Clinton to use military force in the NATO's Kosovo bombing campaign failed on a tie vote (213-213).

Before that, forever: Congress denied Benj Harrison's authorization for a military operation in Chile ... in 1891.

Yikes. So it took at least 5 years for the protests to work. Assisted by 4 innocent dead college kids. A lot of people can die in 5 years. It's hard to count that as a success. Although after 20 years in Iraq and Afghanistan it seems like small potatoes.

My first year in high school was 1968 and we were protesting then. One of my older sisters was protesting before that. She was visiting friends at Kent State when it happened.

More than ten, because I worked in a military dining hall in 2013 and wasn't happy the TV was tuned to Fox News, for when we ate our own meals, and having to suffer with something called "The Five", of which they had to be the dumbest five people Fox could find.
