Arborist here! A couple reasons why your tree is not producing fruit.
1. It can take ~5 years for a pear to start producing fruit.
2. Pears need to have a receptive tree nearby. Pears only x-pollinate w/ certain varieties. Most nurseries have a pear pollination chart to guide tree selection.
