Persona 5 apes a lot from One Piece thematically and I think its solution to this *has* to be close-ish to what OP is going for. A moment for the audience to wonder anxiously if the heroes ever had agency at all, but the God of Control has a nemesis in an unseen trickster god—–
I’m as apprehensive as anybody about how One Piece is going to do the god and destiny stuff. I think the secret is to always make sure the good guys are the ones taking the bad guys off-script. I want “the dawn” to feel like a gamble paying off.

I interpret Shanks’ arm as being his Nami tattoo moment. Like maybe he was still (unhappily) on Holy Knight duty up through that moment, and sacrificing a part of his body and relinquishing the Gum-Gum Fruit was going against his orders to bet on Luffy instead.
