Actually this is the second breaking bug I've had within five minutes of gameplay on this exact quest.

So as it turns out it's just the goddamn shadows.

Got a mod that just disables shadows from all light sources and what do you know, up to 60FPS just like that.

Not pretty but it sure as shit beats unplayable. One guy in the comments complaining about the lighting being broken because of it, hope-
