assist other departments (e.g., Broadview asked that ISP help with crowd control for the protests at the ICE facility, so ISP went there to help), but just because ISP is STATE police and technically has jurisdiction over the state doesn't mean it's appropriate for them to go try act as Chicago's

You're also confusing what police departments are in charge of what specific areas. Metra police isn't going to respond to a shoplifting incident at a CVS -- they deal with Metra issues. Same with all the others, they have areas for which they're responsible. In limited circumstances, they may

A relevant emergency service IN YOUR AREA. If I call 911 in Chicago, they don’t send ISP because CPD is in charge of policing in Chicago. This is just how it works. I don’t know why yall wanna debate reality.

is sued, who represents CPD? Is a CPD officer indemnified by the state? Is an ISP trooper indemnified by the state? Why?

Is that what I said or did I say CPD is in charge of Chicago? Try to think through your ideas for a second. If ISP and CPD both police Chicago, what happens when their policies conflict? Does one trump the other? When you call 911 in Chicago, is it 50/50 whether CPD or ISP shows up? When CPD

Well, the STATE POLICE doesn’t police in Chicago, CPD does. I guess I gave OP too much credit for understanding what police force is in charge of what jurisdiction.
