The leak shows that the account used to have the screen name @/habboman88, and the profile included a link to a dot gov domain that (as far as I can tell) has never existed.

You can easily confirm the new ID (click x.com/i/user/13886...), and the leak that shows that that ID previously used the screen name "habboman88" is easily available via torrent. I've even posted the file name so you don't have to download the whole thing. I don't see where the speculation is here.

With access to his more recent thoughts on Twitter, screenshots started spreading.

The manifesto is indeed that of the Israeli embassy staffer shooter. He previously used his email address ([email protected]) for the Twitter account
@kyotoloather, but was banned after DMing death threats to Will Stancil.
