During Fiona Hill's testimony to Congress on Oct 14, 2019, she described how Trump and Putin discussed exchanging Ukraine for Venezuela. The quid pro quo was if Trump refuses to help Ukraine fight off a Russian invasion, Putin would not help Venezuela (a Russian ally) resist a US takeover.

Be careful what you celebrate.
I get why some Venezuelans are celebrating that Maduro is no longer in power. But Venezuelans here in this country should be cautious about celebrating Trump. He could come for them next.

Rubio is claiming that they did not need Congress permission because it was a law enforcement mission. The US is behaving as a global police state, extending its own arbitrary legal decisions to the whole world.
