I was wondering too because my intuition told me where I live, with lots of trees and sfh's would be at least High fire danger, but it's not even included. There is no FHSV for my place.

Here's the FHSV methodology fwiw. Vegetation type, slope, and climate history look like key drivers.

Re: cameras, there is good data, including a recent study out this week, that does show while there is initial revenue generation it does go down over time because people speed less. So yes, there is an initial surge in revenue, but that falls as behavior changes.
When cameras are installed, they issue many violations in the first month, followed by a steep decline in the second month. This suggests that the cameras effectively deter speeding by changing underlying driver behavior rather than relying on sustained revenue extraction.
