Yes! Same happened to me and a fellow (distinguished!) archivist in Seville at the end of a conference (a long time ago now). Mind you, it was the middle of the day, though in our deence we were just about to leave the city

What happened before this is the council outsourced littering enforcement to a company whose sole aim is to make as much money as possible from issuing penalty notices to people who are unlikely to kick off (see also the woman who poured coffee dregs down a drain a few weeks ago)
