It's worse. IANAL but as far as I can tell, nothing about the law even required them to make the app go "dark" in this fashion -- the app stores halting distribution of it should be sufficient (which they did)

If so, this entire "outage" was political theatre performed for Trump's benefit.

IANAL but my reading of the act is that penalties are only for distribution, maintenance, and updating of the app.

This rather narrow wording leads me to assume that Oracle and Akamai are in the clear and that Apple and Google pulling the app from stores means they're clear too.

There are models you can get 3D printed that should do the job, or at least that's what a cursory Google search is telling me.

If you don't have a 3D printer yourself, Etsy sellers will happily print one for you.

One of the difficult things about this is that demo builds are way less of a thing than they used to be. When you can't try before you buy, purchasing decisions can become much more difficult.
