Most of the enforcement action in Chicago has been by Customs & Border Patrol agents, not ICE. So there needs to be some type of reform that limits their power. One way would be to require judicial warrants for immigration enforcement. Another would be to break up DHS.

OR got order to federalize the OR NG on Sept. 28th. IL got a order on Oct. 4th. OR got TRO for OR NG on Oct. 4th & went back to court on emergency order regarding use of CA NG. After filing that then TX order given & OR addressed it at hearing set for CA NG.
