Flock owns the cameras, and cities give them access, and is pay for the services they decide to offer with them.

In San Francisco, the city bought 400 of these license plate cameras (bought a contract. Flock owns/controls the devices). And the pitch is "it's just capturing license numbers."

But even these are tracking everyone, analysis of modifications on cars. And they are also capturing/analyzing audio

It's important to note that surveillance cameras are not purpose-built devices, like license plate readers and speed cameras.

These are broad-based surveillance, and the specific uses are sold as features, but they do it all. Even things that are illegal in certain jurisdictions. It's SaaS model.
