When you use “experts say” that phrase is superfluous and it actually tones down the rest of the statement. It is mathematically impossible. Period.
This is an issue with most coverage of Donald Trump. He lies and makes impossible statements. Media reports then come up with “some experts disagree”.

A new proposed map for redistricting Texas was released today as part of HB 4. The House will host a public hearing at 10 a.m. this Friday to take up the proposal. The proposed map would eliminate 5 congressional seats currently held by Democrats. (Currently, the GOP holds 25 of 38 seats.)
