Effective basic law enforcement requires some thing like 1 to 100 cops to citizens but effective counter insurgency is closer to 1 to 20. Social control would be roughly 1 to 10 so Chicago alone would need around 250k ice thugs to stand a chance,

This is an important point.

Everyone one of these people has been asked to leave their home, their family, and their job to work without pay bc of the shutdown. We're better off thinking of ways to make this backfire on Abbott than to treat them poorly.
