Instead of letting the loudest voices dominate or having lobbyists and bureaucrats decide behind closed doors, Taiwan used A.I.-powered tools to facilitate some version of mass deliberation. Thousands of citizens submitted statements to vTaiwan and voted on others’ proposals. The A.I. didn’t make decisions. Instead, it mapped the landscape of public opinion, surfacing the proposals that bridged divides rather than deepened them. The result was legislation derived from collective intelligence. For Uber, this meant allowing the service to keep operating as long as its drivers were insured, professionally licensed and didn’t undercut taxi fares. Taiwan has since used variations of this approach for dozens of other policy challenges, each one building trust with citizens and showing that A.I. can provide the infrastructure that enables large-scale democratic reasoning.

I want you to understand, regardless of your politics, the historical danger of a secret police. What happens when a militia is deployed in our neighborhoods and against our own people. Left unchecked their mandate will grow; the boundaries of acceptable identity and speech will shrink. I want you to think about elections in this future. I want you to understand that every issue you care about-any hope of participatory democracy-is downstream of this.
