This is the part Dem leadership is fully missing.
It does not matter if the GOP “compromises” with you to pass a budget. They are going to do whatever they want regardless of what gets passed! So why even entertain the farce of trying to “negotiate”?!

There’s an elephant in the room as negotiations get underway: how do you do the work of legislating when the executive branch refuses to spend federal funds in the way that Congress allocates them?
