Yes but it employs the fundamental principle of a gyratory by using separation of conflicting movements. “Gyratory-like” features can help active travel by displacing traffic movements in a way that enables better and more direct routes for peds and cycles.

Although be careful what you wish for - keeping Baker Street one way could have enabled cycle tracks. You know just have two hostile corridors for active travel. Tottenham Court Road / Gower Street is how it could be done.
