Joe can be a dunce, but he may be referring to Rubeola measles, which is different (and more serious) than Rubella (German measles). The former was quite common in the 1960s; a vaccine was developed in 1963, and an improved version in 1968. Recovering from Rubeola does provide lifelong immunity.

Pondered this as I compared the series to "The Civil War" - just shows how far we've come over the past 30+ years.
