Why would he oppose a program that has demonstrably raised literacy rates in the state he is the chief executive of? Because illiterate, under educated people vote Republican. They are too stupid to understand they are happily, indeed giddily, voting for their own enslavement.

Governor Mike Braun of Indiana, chiefly known for supporting the insurrection in 2021 while a US Senator and questioning the legality of Loving vs Virginia which outlawed prohibitions on interracial marriage, is proposing to ban a program partially funded by Dolly Parton that provides books to kids.
