I love that game, but you had to make sure everyone was all on the same page before starting. We had a marvelous short campaign that ended up with a massive brawl on the front lawn of Graceland after wandering around South Memphis one night.

I'd like to have a breakout as "percentage of the overall budget" and "percentage of the discretionary budget", but I also suspect you'd have to explain the difference between them each and every time, so it might get cut for space.
