But that leads to questions about the utility of these "council of the federation" meetings.
If they're largely or primarily about asking or blaming the federal government for things, how much is really being accomplished?

Which is basically understandable.
If you lock ten premiers in a room and ask them to find agreement on something, the easiest things for them to agree about will be demands or complaints about the federal government.
