It's a great read! Do you mean Ruth Kennell? Yes, she did write one but unfortunately it was never published. It's sitting in manuscript form in the University of Oregon Special Collections.

Thanks Peter, I'll track down your writing on Brailsford. He wrote an interesting foreword to this pamphlet, which was the manifesto of a clandestine group composed largely of disaffected SPD and KPD members. Richard Löwenthal, later of the Observer, was a member.
