Interesting question. For me, it would be #2. I think most ideas that challenge the norm are best discussed in smaller groups first validate and hone the line of reasoning.
Purely theoretical: if you felt the US were a failed experiment - that it's beyond repair - would you:
1.) keep it to yourself, period;
2.) speak of it only to a trusted private few;
3.) speak freely and publicly of it?
