Could be argued that sending young people into cities where they don’t know anyone builds resilience and denying the opportunity only strengthens the UK’s many static, impoverished, closed communities

Presumably pre-publication would allow more robust scrutiny in Parliament as MPs would be able to read it and prepare questions beforeha- oh, I see why British governments don't like the idea

SJP was used for COVID offences and TV Licensing stuff and involves decisions made by one or two people behind closed doors, often without defendant’s input or even knowledge
