I give that honor to the cartographer Phillipe Buache for lovely 1767 chart of the heights of water along the Seine.

But there's more ⬇️

A proto bar chart by Buache 1767. Titled: Echelle du Pont de la Touradelle. The columns show the height of water in the months Jan. - Dec, probably averaged over several years. Horizontal lines show some events, like a flood in 1740.
