But if they sanction him aren't they just taking more money that really should go to the plaintiffs? Sometimes I think debtor prisons weren't actually all that bad. Indentured servitude? Oh...we could deport him. I hear that's in these days.

Does it matter? Even if successful, the recipients would still be non-citizens living in the US without a Visa. Wouldn't they still be subject to deportation. Pardon, I think, would prevent them from being prosecuted but not sure that would impact deportation.

If it's anything like the new FAFSA you'd be better off going to the local library for free help there. Glad they're doing it but the government's track record on such things isn't promising.
