Apropos, here's a recent scholarly take on trolling that makes for good reading.

I think the authors overemphasize the importance of plausible deniability for trolling, and underestimate its use for probing (if you get backlash, you double down rather than evade): doi.org/10.1017/eis....

I don't want to oversell the scholarly insight of a flippant social media comment, but: Both things can be true at the same time, and that is because "trolling/owning the libs" etc. IS important to Trump administration policy/thinking.
